Challenge

Procurement and finance were fragmented across 20 autonomous health boards, each with its own systems, priorities and governance. The sector needed one view of what to buy, trusted master data and a sector-wide data platform working alongside a common ERP.

What I did

  • Led the £20M+ sector-wide procurement spanning MDM, a data warehouse and ERP: operating model design, requirements, RFP construction and evaluation.
  • Shaped the master data and data platform to integrate with Oracle Fusion across procurement, payables, receivables, stock, fixed assets and R2R, working alongside Accenture as systems integrator.
  • Defined and owned the finance data migration strategy: suppliers, customers, stock items, open AP/AR, fixed assets and opening balances.
  • Reported directly to the deputy Health Minister to secure governance approval, funding and long-term commitment.
